Framework for Designing and Fielding Surveys Fit for Purpose (303224)

Survey Fit for Purpose (SFP) refers to a survey that meets the requirements for how the data will be used without limiting to the most traditional choices in survey sample designs or data collection methods. Oftentimes, a survey is constrained quite severely by one or more of the following: (a)budget limitations, (b)the need for quick turnaround of data and analyses or (c)the need to balancing coverage/representativeness of the sample for the target population with the need for small socio-demographic and geographic domain estimates. Even the largest government sponsored population-based surveys that have traditionally been the stalwart of high quality social science have limitations, particularly because they might not be able to provide precise enough estimates for rare populations or the cost to do so may be prohibitive. Furthermore, no one single study can measure all indices of interest without becoming overly burdensome to respondents. In recent years, the climate in which these surveys operate has changed and the surveys themselves have come under internal and external stressors. A framework for how to approach the design and fielding of a SFP will be described.
