This poster presentation will share the past, present, and future states of online questionnaire development and testing at Statistics New Zealand. It will show the evolution from a process where our questionnaire designers simply had oversight while an external vendor conducted the questionnaire build, to a process where questionnaire designers have full control of the online questionnaire build process.
From the perspective of the questionnaire designers, the great benefit of this approach is the ability to build and test alternative question formats with respondents and evaluate designs for their effectiveness in much the same way as we do for paper questionnaire formats. Overall, the business benefits through a reduction in the cost of each questionnaire development, as internal expert staff are creating the questionnaires rather than external contractors.
By using this method, the migration of many of our existing business survey collections to an online mode offering can happen on a timetable, and budget that would otherwise have been unachievable.
