Title: Implementing the Evidence Act’s Standard Application Process

Abstract:

The goal of the standard application process (SAP) policy is to enable an expanded evidence-building capability to streamline researcher access to government data sets for authorized uses leading to more effective tools to meet current and emerging policy challenges. The promise of this policy is to facilitate data sharing and increasing coordination, especially with projects highlighting cross-agency and cross-governmental topics. The implementation plan initiated three concurrent working groups overseen by an Executive Committee. The Policy Working Group drafted the architecture of the SAP policy addressing the roles and responsibilities, organization of the data inventory, the project application process, tracking proposal process and an appeal process. The Stakeholder Engagement Working Group solicited input from within and outside the Federal Statistical System to monitor stakeholder input and outreach. The Technical Working Group worked with the contractor to design specifications and functionality of the application portal. This presentation concludes with a review of the key success, lessons learned and the next steps for the standard application process policy.
