Abstract:

The National Center for Health Statistics (NCHS) is developing a Virtual Data Enclave (VDE) for use in accessing restricted-use data for research purposes. The NCHS VDE will complement the NCHS Research Data Center (RDC) as another mode of data access in support of the Foundations for Evidence-Based Policymaking Act of 2018 (known as the 'Evidence Act'). The Evidence Act encourages agencies to make data more widely available through additional tiers of data access and it codified the Confidential Information Protection and Statistical Efficiency Act (CIPSEA) into title 44 of the United States Code. The NCHS VDE is designed for approved researcher access to restricted-use data outside of a physical data enclave (e.g., RDC). It is expected that a wider audience of researchers will benefit from remote access to restricted-use data by using the VDE.
