The FBI’s Uniform Crime Reporting Program has collected information on crimes known to law enforcement (LE) since 1929. Over its long history, participation rates for LE agencies have exceeded 85% in most years. On January 1, 2021, the FBI officially adopted the National Incident-Based Reporting System (NIBRS) as the new national standard for LE crime reporting. As of the transition date, about half of LE agencies contributed data to NIBRS, well below the typical participation rate.
Why is the NIBRS transition important for crime statistics? What is the outlook for the continuing implementation of NIBRS among non-reporting agencies? This presentation will provide background on the benefits of NIBRS and discuss strategies in place for onboarding new reporting agencies, how federal agencies will remain engaged to provide technical assistance to agencies, and how the estimation work will assess and account for changes in the composition of reporting agencies over time. The implications for agencies not yet reporting will also be discussed.
