On January 1, 2021, the FBI officially adopted the National Incident-Based Reporting System (NIBRS) as the national standard for law enforcement (LE) crime reporting. The transition to NIBRS is part of a major initiative to modernize and enhance the nation’s crime statistics. NIBRS data provide greater detail about and context to crime incidents, but at present, not all LE agencies report to the system and the current data are not nationally representative.
To estimate for non-reporting agencies, the Bureau of Justice Statistics (BJS) and the FBI established the National NIBRS Estimation Project to develop a new set of estimation procedures to generate national crime statistics based on NIBRS data. National estimates will include offense counts and rates, as well as key incident characteristics such as victim and arrestee demographics, weapon involvement, and location type. This presentation will discuss the NIBRS transition and how the new estimation methods will address the nonreporting, item missingness, and other administrative data considerations unique to NIBRS that must be tackled in order to produce timely, accurate, and detailed national measures of crime and arrest.
