Abstract:

The 2018 Foundations for Evidence-Based Policymaking Act requires a Standard Application Process (SAP) be developed to serve as a single point of entry for data users to request access to restricted-use data from Confidential Information Protection and Statistical Efficiency Act (CIPSEA) agencies. A critical part of the SAP is a metadata inventory, standardized across participating agencies, that contains sufficiently detailed descriptions of datasets to help data users determine the degree to which restricted-use data will fulfill their evidence-building needs. The U.S. Census Bureau requested guidance from the MITRE Corporation on the creation and maintenance of a high-quality, common metadata model, that could inform the metadata schema developed for the SAP. This presentation will discuss the metadata creation and collection process as well as the challenges encountered in developing the Census Bureau’s restricted-use data inventory for the SAP.
