Title: Profiling 2020 Census Mailings That Were Returned with Undeliverable as Addressed Status

Abstract:

The 2020 Census is the first U.S. Census to use administrative records (ARs) to enumerate some households. As part of the Nonresponse Followup (NRFU) operation, ARs were used to classify units as occupied, vacant, or delete. The AR vacant and AR delete classifications were used to reduce the number of NRFU visits, while AR data were used to create a roster of the residents with their characteristics for some of the nonresponding AR occupied cases. One of the main pieces of information used for determining AR vacant and AR delete addresses was Undeliverable-As-Addressed (UAA) cases from the USPS. As part of this effort, we investigated if the UAA codes would be helpful as one of the independent variables in the statistical modeling determinations of the AR vacant and AR delete addresses in the 2020 Census. We profiled the UAA rates and also the UAA code.
