Abstract:

This paper presents the results of a mode experiment to assess the effects of new web-based modes (web-only, web with mail follow-up, and web with telephone follow-up) implementation in addition to the mail- and telephone-only modes. A randomized mode experiment was conducted for the Outpatient Ambulatory Surgery Consumer Assessment of Healthcare Providers and Systems (OAS-CAHPS) Survey. Eligible patients selected from Medicare-certified hospital outpatient departments and ambulatory surgery centers were randomly assigned to one of the five data collection modes. Various response rate analyses were conducted to understand how data collection modes, and patient and facility characteristics affected the response rate. Response rates were calculated for each patient characteristic, facility type, and by email availability for each mode. Tests were conducted to see how response rates varied within those groups. Also, a multivariate logistic regression analysis was conducted to examine how individual patient and facility characteristics affected response rate with the presence of other characteristics. The findings along with recommendations for future OAS-CAHPS surveys are discussed.
