Title: 'Ask US' About Coverage Error: An Investigation from a New Inter-Agency Online Panel

Abstract:

The need for a mechanism to collect real-time data on privacy and confidentiality preferences, opinions about the use of administrative data, contact strategies and survey instrument design choices has long been recognized by federal agencies. To address this need, RTI International and the Census Bureau, in partnership with several other statistical agencies, are launching the “Ask U.S. Panel” – an address-based online probability panel available for methodological research by statistical agencies and nonprofit organizations. There are many challenges related to minimizing coverage error in an online panel. A major decision in designing online panels is how to address the digital divide and whether to include offline sample members by offering them internet access, or an alternative mode of data collection. We present the design and planning for a pilot study to assess operational considerations for multi-mode recruitment and tablet distribution for the offline population to ensure the panel is representative of the adult U.S. population. The design is informed by existing probability panels and best practices and will be applied to traditionally hard-to-reach populations.
