Abstract:

Surveys face ever-increasing challenges. In-person, mail, and telephone (landline and mobile) contact and response modes have been affected adversely by societal changes. Use of the Internet can help, but not solve problems. Administrative data are collected and computerized on all aspects of society. Standard survey sampling methodology uses such data in stratification, ratio adjustment and weighting, and probability-proportional-to-size sampling. Small area estimation is another area in which administrative data play a prominent role. One can imagine using administrative data to augment and verify survey responses through record linkage. Administrative data could also have uses in dealing with missing data, either through direct substitution or modeling. What uses of administrative data in surveys will be most valuable? What research is needed so that administrative data can be used to advantage throughout the survey process? This roundtable will discuss possibilities for use of administrative records in surveys and address the question of what research is needed to make these uses possible.
