Abstract:

The Framework for Data Quality released by the Federal Committee on Statistical Methodology outlines many dimensions that must be balanced in the provision of effective statistics. The Framework recognizes that the weight given any element of data quality depends on the anticipated uses of the data, and may change significantly with circumstances. The consequences of shifting circumstances were underscored by the sudden and dramatic changes in transportation that confronted decision makers as the pandemic burst upon the scene. The Bureau of Transportation Statistics (BTS) responded to needs for timely and frequent information by mobilizing new sources of data, new measures, and new methods that have very different quality characteristics from the Bureau’s traditional data programs. The challenges ahead include integrating the new and traditional programs to meet future demand for statistics on traditional subjects that respond to new expectations for timeliness and high frequency while maintaining statistical integrity.
