What is the best way to measure housing quality over time in the New York City housing market? In this study, we examine the prevalence of external, internal structure and internal environment issues on housing quality in New York City. By utilizing a data set from the New York City Housing and Vacancy Survey (NYCHVS) from 1991 to 2017, we can explore the data using Item Response Theory models and graphs that statistically and visually help us answer our questions of interest.
