Abstract:
|
The Office of People Analytics (OPA) within the Department of Defense (DOD) is responsible for surveys that involve all military services (Army, Navy, Marine Corps, and Air Force). The results of these surveys are often mandated by Congress and results are used by policy offices to evaluate current policy and when necessary update policy. Response rates from these surveys are generally low when surveying the Active Duty, Reserve Component and their spouses. Strong and accurate administrative data has proven to be quite beneficial for adjusting for non-response. OPA conducts nonresponse bias analysis to prove the accuracy of the estimates given the low response rates. OPA has conducted nonresponse bias analyses for all survey types that have been conducted. This paper describes the types of nonresponse bias analyses that OPA has conducted over the years and focuses on the results as well as the types of analyses that are most beneficial for informing nonresponse bias.
