Abstract

We present examples of Department of Defense OT&E (operational test and evaluation) in which Ernest Seglie's emphasis on experimental and statistical rigor illuminated system performance issues and identified serious problems which might otherwise have gone undiscovered. We also discuss his vision for expanding the role of "E" in OT&E to encompass requirements development, early testing opportunities, and operationally relevant analyses and simulations.
