Abstract:

NCES has had published statistical standards since 1987. Recently, as part of the government-wide OMB Information Quality Guidelines (IQG) implementation, NCES reviewed and revised the agency's standards using the IQG organizing framework agreed to by the major federal statistical agencies. Establishing standards is a first step only; implementation and monitoring also are integral to a successful statistical program. Thus, as part of an ongoing quality control process, NCES established a technical review team within the Statistical Standards Program. The team adopted a multidimensional approach to technical review that uses a set of reviewers to conduct simultaneous focused reviews of specific elements of each product. This approach has yielded high-quality reviews in a timely fashion, cutting the internal review period from four to six months to less than two months. The team members also participate in a number of projects that monitor various aspects of the quality and utility of NCES products. These projects are the topic of the remaining papers in the session.
