Title: Monitoring Data Quality at a Federal Agency

Abstract:

This paper reports on the efforts to track the usage of NCES data. In an effort to evaluate federal agencies through a standardized method, the Office of Management and Budget (OMB) recently developed the Performance Assessment Rating Tool (PART). The PART requires agencies to provide performance indicators for OMB evaluation. This indicator, developed for the NCES, measures the usage of NCES data in three arenas: Congress, academia, and professional groups and associations. This information was compiled through three main methods. First, every committee report and floor debate pertaining to recent education bills was read and all references to NCES data were collected and put in a database. Second, through a mailing list provided by NCES, association web sites were searched for references to NCES data. Third, databases of journals and other scholarly materials---such as ERIC, JSTOR, and EBSCO---were scoured for articles and studies based on or that used NCES data. Each piece of information was assigned a keyword or keywords and input into a database. The database is searchable by, among other dimensions, keyword, bill/association name, author, NCES survey, and date.
