Title: Dealing with Job Crossover in Hiring Evaluations

Abstract:

The Office of Federal Contract Compliance Programs is responsible for enforcing provisions that prohibit employment discrimination by federal contractors and subcontractors. A significant challenge to OFCCP in analyzing employment data for potential discrimination is the crossover between the job position for which applicants apply and the position into which they are hired. This issue is important since the accuracy of an analysis rests, in part, on defining the legitimate applicant pool considered for a particular position while maintaining an applicant pool of sufficient size for statistical analysis. This research presents the results of a research effort that evaluates a new regression-based methodology to deal with the crossover issue by testing for the relative effects of being considered for a given job as a function of applying for that particular job or multiple jobs. Examples and outcomes in a range of scenarios will be provided in contrast to other techniques.
