Title: Comparing Five Different Versions of the Census Short Form Using Cognitive Interviewing

Abstract:

In preparation of the 2004 field test, the Census Bureau cognitively tested five versions of the Short Form. The forms varied in presentation of residence rules, coverage questions (to detect possible over- and under-counts), and design layout of the demographic questions asked of each household member. To evaluate the forms, 19 cognitive interviews were completed for each of the five forms, for a total of 95 interviews. The goal of the evaluation was to determine if the respondent ® read the residence rules; if the R used them to determine the household count; if the R understood the coverage questions and interpreted them as intended; and whether one form was easier to complete than another. This paper will discuss the methods used to complete the task and summarize the results of the 95 interviews concerning the residence rules, coverage questions, and form design.
