Title: How the U.S. Population was Enumerated During Census 2000

Abstract:

During Census 2000, the U.S.population was enumerated by two basic methods, self-response or enumerator administrated. For the self-response data collection method, respondents were provided with several options, a paper questionnaire that was delivered to their address, Internet data collection, or they could have completed an unaddressed questionnaire which they obtained at locations in their community. For the enumerator administrated data collection method, respondents could have been enumerated during the special enumeration activities, the telephone assistance questionnaire program, or by one of the three followup operations. This paper will report the population and housing unit distribution of responses by the different modes. In addition, it will provide an analysis of the mail response and mail return rates. Finally, the paper will provided data on the several aspects of the language program and how they were utilized by the public.
