Title: Investigating Census Misclassification of Occupied versus Vacant Status with the Accuracy and Coverage Evaluation

Abstract:

The Accuracy and Coverage Evaluation (A.C.E.) produced estimates of both person and housing unit coverage for the Census 2000. As part of the A.C.E., housing unit coverage estimates were calculated for both vacant and occupied housing unit status. Misclassification is said to have occurred when the Census assigned a different occupancy status to a housing unit than the A.C.E. did. In previous A.C.E. type operations we did not know whether the A.C.E.'s or the Census's was correct, although we were able to show that the A.C.E. estimates were robust to misclassification. This study attempts to determine true occupancy status of the housing units using the A.C.E. person interview and person followup interview. In particular, it attempts to determine the extent to which the Census classified vacant units as occupied.
