Abstract:

Telephone sampling is operating in an environment that is dramatically different than it was ten years ago. The ability to contact and gain the cooperation of respondents continues a steady decline. The panelists will present an overview of the numerous challenges we face. Understanding the nature and scope of these challenges is a first step toward defining solutions. They will also present data to help us to better understand how these changes are impacting the sample frame and their potential for increasing bias. Some of the issues to be discussed include changes to the telephone system and service providers, the impacts of new telephone technology (e.g., privacy manager type call-screening systems) and shifts in respondent attitudes (e.g., do-not-call lists).
