Abstract:

The primary focus of this paper is the population shares as determined in the 2000 Census. We calculate population shares according to division of the country into states, and according to division of the country into congressional districts. These shares can be determined from the census count data or from the Dual System Estimates derived in the ACE post-enumeration survey. After invoking a slight extension of the usual homogeneity assumption involved in DSE estimation we compare the population shares obtained from these two methods. Our goal is to determine whether the observed differences between the share distributions are within the range of random error or should be considered as clearcut indications of real differences in the shares obtained from these two sources.
We also construct a test of the homogeneity assumption mentioned above.
