Abstract

Training programs for survey samplers that teach sound, rigorous probability sampling methods that can be applied in practical settings are quite limited in number. Survey sampling training programs of this nature must develop conceptual understanding of the principles of probability sampling, train in sample selection skills for several selection techniques, and practice the application of principles and skills to a variety of problems. Survey samplers from developing and developed countries have different facility in the language of instruction, computer software skills, and the availability of funding to pay for training. However, the instructional needs in conceptual and skill development are often quite similar. We review features in such training programs that have been found, over years of presenting programs, to be useful and most appropriate to the background and future needs of the students. Features include training in skills and concepts for practical sampling techniques, computer based selection and estimation, and socialization in the discipline.
