Managing Organizational Change Fatigue in the Midst of Data Modernization (309982)

The U.S. Equal Opportunity Commission (EEOC) Office of Enterprise Data and Analytics (OEDA), began a data and analytics modernization initiative in 2018. This required rapid, ongoing changes to many longstanding data systems and processes, often within existing resources. Staff have had to manage and utilize data assets in unprecedented ways in record timeframes. While this modernization effort has ushered in new products, revamped the agency’s flagship data collection, and a host of other data quality and improvement activities, it has also resulted in the staff involved in a constant state of change. Rapid and constant change also serves as stress test for work teams, and provides opportunities to assess where there may be weaknesses. This presentation will provide an example of how to monitor and assess change fatigue and team climate among teams leading new data initiatives. Further, this presentation will provide lessons learned and recommendations on how to address change fatigue and improve teamwork in the midst of change driven by data modernization. The findings of this presentation will aide federal agencies implementing the Federal Strategy, ushering change to maximize the utility of federal data assets for evidence-building.
