This paper provides an overview of the 2020 Post-Enumeration Survey sample design. The 2020 Post-Enumeration Survey is designed to collect data to measure the coverage of the 2020 Census. It uses a complex sample design to support dual system estimates of net coverage and direct estimates of components of census coverage. This paper highlights various technical aspects of the design, focusing on those that have changed from a prior post-enumeration survey. It discusses the allocation of sample under multiple phases using national and state specific controls to achieve state specific housing unit sample sizes in later phases while preserving differential sampling from earlier phases. Other topics include sample stratification given geographic changes to the primary sampling units, re-stratification occurring in each phase of the design, and critical decisions about subsampling in the final sampling phase.
