Experimenting with Contact Strategies to Aid Adaptive Design in Business Surveys

The U.S. Census Bureau conducted a series of experiments to evaluate alternative contact strategies for use in the upcoming 2017 Economic Census. We hoped to identify effective mail strategies that increase timeliness of response and reduce the number of cases receiving more-costly follow-ups, especially those involving telephone contacts. These experiments were incorporated into the collection of several inter-census (annual and quarterly) business surveys. This paper summarizes results from five experiments and discusses their potential for application in adaptive design approaches for business surveys.
