Abstract:

This panel brings together experts internal and external to the Census Bureau to discuss the 2020 Census. The 2020 Census was carried out successfully despite unprecedented circumstances. This included the COVID 19 pandemic, intense political pressure, natural disasters, and new cyber security and data privacy threats. These challenges were met with an extensive data review effort, new imputation and de-duplication strategies, and the implementation of a new disclosure avoidance technique based on differential privacy. Additional assessments were conducted to understand the quality of the count along with the two official assessments of Census coverage, Demographic Analysis and the Post Enumeration Survey. Panel participants include experts internal to the Census Bureau who carried out these efforts and external experts who were some of the first data users to work with the resulting 2020 Census data.
