Abstract:

The review of the existing curricula for official statistics leads to the identification of competency gaps between the current offer and new needs profiles, resulting from digital transformation, the emergence of new big data sources, the boost of data ecosystems, of new roles and competencies necessary in information environments, such as of data stewards, the establishment of data governance systems and growing regulatory role of the state. The modern scope of competencies goes well beyond the standard profile based on mastering the basics of statistical methods and awareness of the fundamental principles of official statistics, which constitute professional and ethical signpost. It also includes knowledge of data science techniques combined with a deep awareness of the opportunities and limitations resulting from the inevitable conflict of an outbreak of options with the need for a nuanced analysis of ethical boundaries related to protecting statistical confidentiality and privacy. The article aims to bridge the gap between the existing programs and the identified challenges by outlining the competency framework for students intending to work in official statistics.
