In clinical trials, sometimes we desire treatments to be both safe and efficient. In this paper, we propose a two-stage design for selecting the best treatment among k treatments and a control with respect to two binary endpoints: safety and efficacy. We apply exact multinomial distribution directly to formulate this two endpoints selection and comparison problem. The probability of a correct selection is derived and a table for the smallest sample size required to satisfy the probability requirements is included. An example is given to illustrate the proposed designs.
