Title: Evaluating a Sample Design for Small Area Estimation and Adaptive Field Efforts

Abstract:

This paper describes efforts to develop a sample design for an in-person survey (the 2023 U.S. Program for the International Assessment of Adult Competencies) that will allow for the production of national, state, and county estimates under a limited sample size. As part of an international study, national estimates must follow the international standards for sample sizes, response rates, and other quality measures. To accomplish this, we selected a national core sample and additional state supplemental samples. The goal is to ensure the core sample adheres to the standards and is sufficient for the production of national estimates. The goal of the supplemental sample is to increase the sample size and diversity of PSUs to allow for small area estimates. It can be combined with the core sample to produce national estimates if it meets the standards. Therefore, the sample is designed to allow flexibility in shifting fieldwork effort from the supplemental samples to the core sample (given the uncertainty in COVID rates and response rates) as needed. As part of the design effort, we performed an evaluation of alternative sampling methods, including overlap control methods.
