In 2020, the Bureau of Labor Statistics began an initiative to produce a comprehensive measure of consumption at the consumer unit level. This measure would build on data available in the U.S. Consumer Expenditure Surveys. The initial measure of consumption will be defined using expenditures for some goods and services and the flow of services for others like those for owner-occupied housing and the stock of vehicles owned. The focus of this paper is to review the motivation and background for this work, and to present preliminary estimates.
