Effective policy discussions and advocacy on behalf of federal statistics face many challenges, including 1) the low visibility of the federal statistical system, its products and legislation, in whole and in part, to key audiences; 2) gaps in knowledge regarding methodological changes and technical innovations; 3) collective action hurdles that hinder meaningful coalition building, and 4) a poor mutual understanding between policymakers and data users. Effective strategies that advance excellence in federal statistics must acknowledge and overcome each of these challenges. This speaker will define and discuss these challenges, and demonstrate how they come into play when planning and executing successful advocacy strategies. She will discuss efforts that COPAFS has undertaken to achieve its organizational goals, including lessons learned, current strategies, and look towards future policy challenges with potential strategies to help address them.
