Herb Spirer was the most important and influential trainer of human rights statistical monitors in the world. This effort, in turn, stemmed from a path-breaking chapter he and I wrote for the pioneering (1992) book, “Human Rights and Statistics: Getting the Record Straight,” showing that statistical monitoring was possible despite oppressive governments’ efforts to distort and suppress data. He was also a key figure in the estimation of casualties from unexploded landmines, an effort that culminated in the sponsors’ winning the Nobel Peace Prize in 1997. We will discuss these and other aspects of his admirable legacy.
