Abstract:

The Tax Cuts and Jobs Act of 2017 introduced major changes to the tax code that will be incorporated into tax forms for the April 2019 tax filing deadline. The Census Bureau produces estimates of state and federal taxes using the Current Population Survey Annual Social and Economic Supplement (CPS ASEC), and will incorporate these changes into the model for 2019. This paper compares tax estimates from the 2018 CPS ASEC tax model to preliminary estimates from the 2019 tax model with these changes incorporated. Both sets of estimates will be calculated using data from the 2018 CPS ASEC, so that only the changes as a result of the tax laws will be measured.
