Title: Re-Engineered Address Canvassing for the 2018 End-to-End Census Test

Abstract:

To conduct and tabulate the decennial census, the Census Bureau needs the address and physical location of each living quarter in the United States. During the 2010 Census, Address Canvassing field staff traversed nearly every block in the nation to compare their ground-level observations to the contents of the Master Address File to verify, correct, or add addresses to the list. As part of a more efficient and cost-effective design, using new technologies for the 2020 Census, the Census Bureau has reengineered the Address Canvassing program. While Address Canvassing will cover the entire nation in 2020, the Census Bureau has determined that a full In-Field Address Canvassing is no longer necessary. Address Canvassing now includes a suite of operations, conducted in the field and using satellite imagery in the office, that will update the address list and map data for the 2020 Census enumeration. This paper presents the forthcoming results of the reengineered Address Canvassing operation for the 2018 End-to-End Census Test in the Providence, Rhode Island test site. Results from this analysis will provide insight into Address Canvassing operations for the upcoming decennial census.
