Nonparametric sign- or rank-based statistics are popular in analyzing for trend in environmental time series data. One well-known nonparametric procedure in the hydrology literature is the Mann-Kendall trend test for presence of a monotonic trend. However, such traditional Mann-Kendall tests are not able to answer the question when the trend starts. We propose a two-step nonparametric procedure to answer two important questions simultaneously: a) weather there is a monotonic trend in the time series and b) when it starts if the trend is detected.
