Abstract:

The BRFSS is a dual frame Random Digit Dial (RDD) telephone survey that is conducted annually by the Centers of Disease Control and Prevention and state health departments. The BRFSS collects over 400,000 adult interviews each year from the states, DC and three U.S. Territories. With 40% of the BRFSS interviews completed on cellular telephone, it is crucial to have a reliable and accurate means of stratifying the Cellular RDD component. Utilizing 2016 BRFSS data in collaboration with MSG, this work examines accuracy of the assigned predominant county to a Rate Center versus the actual county reported by the cellular respondent. Results illustrate the accuracy that can be gained by looking at contiguous counties for individual counties with low accuracy rates. Analysis compares survey responses for dual phone users (households with both landline and cellular telephones) and cell phone-only households to see if any statistically significant differences exist among certain variables. Results show that there are significant differences among health outcomes and demographics. Cell phone only rates are examined to improve inclusion and accuracy when stratifying a cellular frame.
