Abstract:

The U.S. Census Bureau is conducting research using administrative records to reduce the cost while maintaining the quality of the 2020 Census Nonresponse Followup (NRFU) at addresses that do not self-respond electronically or by mail. Previous census tests have implemented the usage of predictive models and optimization approaches to identify the administrative record vacant and administrative record occupied units. This paper details a modification to that approach, using a distance function to identify vacant and occupied units in place of optimization techniques. Results contrasting both approaches are shown.
