Statistics Canada has long functioned with a large measure of professional independence as a matter of convention rather than law. In 2011, two events occurred that brought into question that independence: an imposed political decision to make respondent participation in portions of the 2011 Census voluntary and the forced transfer of control of the Agency's informatics infrastructure to an external organization. A brief presentation will summarize the progress made in correcting this situation and instituting Statistics Canada's independence in law, including the Chief Statistician's decision to resign to engage public opinion in this process.
