The Census Bureau began reengineering the SIPP in 2006 with an open approach to identifying the best path to meeting the needs of past and future SIPP stakeholders. The reengineering focused on reducing respondent burden and costs, leveraging administrative data, and modernizing the survey instrument and data processing system. A key component of the reengineering has been a transition to annual interviewing. We simplified the data structure for data users, and are working to improve the ability of SIPP to continue the mission of providing a nationally representative sample for: evaluating annual and sub-annual dynamics of income, movements into and out of government transfer programs, family and social context of individuals and households, and interactions between these items.
In 2017, the Survey of Income and Program Participation (SIPP) collects data in the fourth wave of the 2014 panel. We began collecting data for this panel in February 2014 and annually since then. We describe the redesign effort, discuss challenges and accomplishments in the fielding of the survey and developing a new data processing system, and present a vision for the on-going evolution of the SIPP.
