Title: Methods for Collecting State-Wide Prevalence of Bonded Labor in Tamil Nadu, India, Inside Worksites

Abstract:

International Justice Mission, National Adivasi Solidarity Council, and Westat conducted a prevalence study of bonded labor among 13 different industry sectors in Tamil Nadu State of India in 2014. The aim of the study was to produce figures based on surveys with current laborers, nearest to the place of victimization as possible: the worksite. The study team interviewed over 10,000 laborers and owners throughout data collection, surveying all eligible worksites in the 155 panchayat villages and 10 town panchayats selected in the sample. The panelist will discuss the sampling methods considered, the unique challenges of methodological approaches among a hidden people group and crime, data collection methods once inside the worksite, data validation methodology, and limitations. In 2013, the Government of India announced a mandate for all states to conduct prevalence studies for bonded labor, but gave little instruction on how to study this difficult phenomenon. A secondary aim of the study was to provide a sound, yet feasible methodology for the government to offer to states in estimating bonded labor. This presentation will also highlight the key methodological success criteria.
