Decisions about whether and how to adjust for patient socioeconomic status (SES) require consideration of both statistical and policy criteria. The Improving Medicare Post-Acute Care Transformation (IMPACT) Act charges HHS' Office of the Assistant Secretary for Planning and Evaluation (ASPE) to conduct studies to examine the relationship between patient SES and provider performance under Medicare's payment programs. Under this charge, ASPE evaluated the beneficiary and provider level associations between SES and performance on quality measures for 9 Medicare value based purchasing programs. ASPE staff will discuss their experience using these research findings to develop policy considerations for a Report to Congress.
