Drug development planning starts at the executive levels of a pharma/biotech company, and cascades to all levels of the organization, including those of programmers and analysts. At higher levels, the planning is typically concerned with meeting unmet patient needs and portfolio decisions.
Programmers also need to be diligent in creating well-thought out plans, including the use of data standards and structures. Those core decisions then lend a solid foundation for downstream plans around macro programs, batch execution, resourcing, quality control and the like.
