The Act charges the Commission with evaluating how data and results of research can be used to inform program administrators and policymakers to improve program design. The Laura and John Arnold Foundation is funding pilot evaluations that will provide compelling use cases for how the Census infrastructure can improve evidence-based decision-making in a wide range of programs and at multiple levels of government. For example, access to reliable outcome data could enable Federal, State, and local governments to adopt outcome-focused program designs that continuously improve their cost-effectiveness by shifting funds to providers and interventions with the greatest impact on employment and earnings, recidivism, housing stability, and other measures of well being. Long-term follow-up studies of prior randomized controlled studies can provide definitive evidence about which early interventions and prevention strategies have sustained positive effects and a high return on investment.
