Abstract:

The Korean census is held every 5 years. In the past, a short-form census was completed by everyone, and a more detailed long-form was answered by a 10 percent sample of the population. Recently, census taking has been changing around the world, with countries looking at alternatives to the traditional approach that are based on large surveys. Accordingly, in Korea the short-form census is scheduled to be replaced by the register-based census this year. Also, we are preparing the 2020 rolling census for a 20 percent sample of the population. Following this, from the year 2012 Statistics Korea started the first pilot survey of the rolling census in two municipalities (city and countryside).
We conducted an exploratory data analysis of this pilot survey. This study includes the assessment of methodological and statistical aspects. Furthermore, this paper describes the background research on a rolling census, which has been largely undertaken as a project to examine the feasibility of such an approach replacing the traditional census. The conclusion of the study of first pilot survey is scheduled for 2015.
