Abstract:

With the development of the ASA's position statement on Value Added Models (VAMs), and the "buzz" in other fields regarding VAMs, a discussion of the past, present and future of value added modeling is relevant. The importance of this discussion is amplified by the federal initiatives which requires states to use VAM estimates for teacher compensation, retention, tenure and termination decisions. In addition to an overview of the history and development of VAMs, the panelists will discuss how the use of various VAMs impact public policy and teacher accountability systems, and what issues arise, both positive and negative, from incorporating VAMs in those policies. The panelists will also share how various districts and states currently use VAMs, and what issues arise in the communication of these advanced statistical models at the local level. Overall, the panel will set the stage for continuing conversations on how statisticians can actively and meaningfully engage with others at a local level (specifically through their Chapters) in order to advance the use of statistics to make better decisions and inform policy regarding the use, implementation and communication of VAMs.
