Title: Estimating the Effect of Initial Expressions of Reluctance and the Risk of First Occurrence of Survey Nonresponse in a Household Panel Survey

Abstract:

Response rates for the Consumer Expenditure Interview Survey (CE) have been declining over time. With indications of an association between the occurrence of survey nonresponse in one wave with nonresponse in the subsequent wave of the survey panel, a better understanding of the predictors of the first occurrence of survey nonreponse has the potential to inform the design of interventions or the re-allocation of field resources to minimize the first instance of nonresponse and recruiting strategies in the subsequent wave (whether as part of a responsive design or otherwise). In this study, we examine predictors in the form of paradata about sampled persons' expressed reluctance observed by interviewers at the time when contact is made ('doorstep concerns'). We use discrete-time hazard analysis to estimate the risk of the first occurrence of survey nonresponse in the five-wave panel of the CE, and found, among other results, that the hazard profiles were differentiable across the motivations for reluctance. The findings will be of interest to methodologists involved with nonresponse reduction strategies.
