Often in small area estimation, the underlying small area effects are specified to follow an assumed distribution form. For example, if the distribution of the small area statistic is normal we assume normal hierarchy, or if the distribution of the small area statistic is binomial we assume a beta distributed hierarchy, etc. This paper explores relaxing the distributional assumption on the small area effects and estimating it by non-parametric methods following the work of Antoniak (1974), Escobar and West (1995), and Neal (2000). This more general model can be used to evaluate models that make stronger distributional assumptions.
