There are several metropolitan and micropolitan area definitions used by government agencies for policy and analysis purposes. In our use of the American Community Survey to develop a wage index controlling for uncontrollable differences in wages, we found that none of the existing definitions suited our purposes. We required a "labor market" definition that covered the entire country, including rural areas, adhered to county or township boundaries, and that had a sizable minimum population. We utilize spatial methods to cluster counties based on economic characteristics and proximity, such that the worker population in each labor market is large enough to yield a stable index with reasonable standard errors.
